The mission of the Animal Care and Adoption Center is to assist, protect and educate the public on animal care, and welfare issues.

The responsibilities of the Animal Care and Adoption Center include enforcing City of Texarkana, Arkansas ordinances and issuing citations accordingly; picking up stray and abandoned animals; promoting animal adoption programs in the community and on the internet; working closely with rescue and other agencies; trapping stray dogs and cats; investigating reports of animal cruelty and neglect; visiting schools and teaching responsible pet ownership; bite prevention and recognition of Rabies and animal behavior; rescuing sick and injured animals.
